South Korea in winter is cold, dry and often sunny, with long clear days and low humidity. Seoul isn’t snowy most of the time, but cold snaps are sharp, and the mountains and the northeast have snow. It’s a good season for ice festivals, and for visitors who want the cities without the summer rain. Here’s what to expect, and one entry rule that changes on 1 January 2027.

How cold it gets

Winter in Seoul is shaped by the Siberian high-pressure system, which brings cold, dry northwest winds. January is the coldest month, with an average temperature of around minus 2 °C, and the coldest days can drop well below that. Winter is also the driest season: December to February has only about 5 percent of the year’s rain. Seoul’s first snow, on average, comes around 20 November.

The rhythm of three cold days and four warm ones

Koreans use an old phrase, samhan sa-on, for the winter pattern of about three cold days followed by four milder ones, as the continental high-pressure system strengthens and weakens in roughly seven-day cycles. It doesn’t always hold, but it’s a useful guide: if a cold snap hits, the next few days are often milder, so plan indoor activities for the coldest days and outdoor sightseeing for the milder ones.

What to do in winter

  • Seoul. Palaces and hanok neighborhoods look good in the cold, clear air, and the city’s museums and markets are warm refuges. See our things to do in Seoul guide.
  • Hwacheon Sancheoneo Ice Festival. A winter festival in Gangwon Province, on the frozen Hwacheon River, where visitors fish for mountain trout through the ice. The 2027 festival is scheduled for 9 to 31 January 2027, according to the Korea Tourism Organization’s page, though the program and fees for 2027 were still under review, so check the organizer’s website before you plan around it.
  • Jeju Island. The island off the south coast is another option. See our things to do in Jeju Island guide.

Entry rules: the K-ETA exemption ends on 31 December 2026

Korea requires most visitors who don’t need a visa to get an electronic travel authorization, K-ETA, before they fly. The government has temporarily exempted travelers from a list of countries that includes the United States, and the Ministry of Justice has extended that exemption for 2026, from 1 January to 31 December. No decision on 2027 had been announced when we checked. This is important if your trip runs into January or February 2027: confirm the rule on the official K-ETA website before you book. Exempt visitors can still apply voluntarily if they want to.
