Winter in Japan is two climates at once. On the Pacific side, around Tokyo and Kyoto, it’s cold, dry and mostly sunny. On the Sea of Japan side and in the mountains it snows heavily. That split decides where to go, and it’s why you can combine city sightseeing, a snow-covered hot spring and a ski town in one trip. Here’s what to expect, and the dates that matter for 2026 and 2027.
Why the weather splits
In winter a high-pressure system sits over the continent, and a cold, dry northwest wind blows across Japan. Crossing the warm Sea of Japan, it picks up moisture, forms snow clouds and drops heavy snow on the Sea of Japan coast and the mountains. By the time the wind reaches the Pacific side it has lost that moisture, so Tokyo and Kyoto have mostly clear, dry days. The plains of southern Kanto, around Tokyo, seldom get snow in this pattern, although a strong cold spell, or a low-pressure system passing along the south coast, can bring snow there. Japan’s weather agency describes the same pattern in its climate pages.
Where to go
Tokyo and Kyoto
Cold, clear and dry. It’s a good time for museums, temples and long dinners. See our Tokyo private tour guide and Kyoto private tour guide. Kyoto raised its accommodation tax on 1 March 2026; the top rate is 10,000 yen per person per night for a stay priced at 100,000 yen or more per person, usually paid at the hotel.
Nagano and the snow monkeys
The Jigokudani Monkey Park, in the mountains of Nagano, is best known in winter for the macaques that bathe in a hot spring. The park’s own website warns that the path to it is packed snow and very slippery, and recommends crampons or similar grips. From the Kambayashi Onsen car park it’s about 2 km on foot. The other car park, at Jigokudani, is not open from December to March. Opening hours in winter are reported as 9:00 to 16:00, so check the official page before you go.
Hokkaido and the Sapporo Snow Festival
Hokkaido is where many travelers go for snow, skiing and winter festivals. The 77th Sapporo Snow Festival is scheduled for 4 to 11 February 2027, according to travel agency pages, and the organizers’ site will confirm the dates. See our guide to Hokkaido in winter.
The year-end rush
The New Year is Japan’s biggest holiday. Central government offices are closed by law from 29 December to 3 January, and many businesses, restaurants and some attractions follow with their own closures, which vary by sector. Trains fill up as people travel home. Last winter, on JR East, southbound reserved seats were booked heavily over 28 to 30 December, with 30 December the busiest day. The Sanyo Shinkansen peaked on 28 December and the Hokuriku Shinkansen on 29 December. Reserved seats open one month before travel. JR hadn’t published its 2026-27 forecasts when we checked, so book the same way this year, early.
Planning notes for 2026-27
- Departure tax. The tax on leaving Japan rose from 1,000 to 3,000 yen for departures from 1 July 2026, and it’s added to your ticket.
- Visa. US citizens need no visa for a short stay of less than 90 days.
- Pack for both climates. A warm coat for Tokyo and Kyoto, and waterproof boots with good grip if you go to the mountains.
